  • (a)

    The board of selectmen shall establish, and afterwards amend as required, a schedule of user charges to be billed to the owners of all improved properties connected to the public sewer. The basis for computing local sewer user charges will be water use volumes determined from water meter readings in accordance with the established fee schedule.

    (b)

    A quarterly fee, which is on file in the town clerk's office, is charged per unit in advance regardless of consumption. In addition, a charge based on cubic feet of water used shall be made. Unmetered residential services are charged the average treatment works residential water use of 3,700 cubic feet. Sewer only users shall be billed based on average residential water use of 3,700 cubic feet.

    (c)

    The sewer department budget shall be divided by the total annual water usage volume to generate a local user rate based on cubic feet of water consumed. This rate per cubic foot will be multiplied by the consumption of each individual user to determine his quarterly local user charge.
